Shine a Light on City Government - 11/04/2017

November 6, 2017

Friends and Neighbors,

Next Tuesday is Election Day in Dardenne Prairie.  Citizens are asked to vote on Proposition P and the annexation into the City of 8 parcels of unincorporated St. Charles County.

ANNEXATION:

Of the 8 parcels, one has already petitioned to come into the City voluntarily and that parcel was annexed by vote of the Board of Alderman on November 1.   The City has proposed to annex these 8 parcels so that the property would be subject to the City’s zoning and building codes.  We experienced some new construction in 2017 on property surrounded by Dardenne Prairie but not subject to our inspection.  The Board of Aldermen believes this is a disservice to the community.  Annexation requires a majority of registered voters in the City and a majority of registered voters living on the property to be annexed.

PROPOSITION P:

Voters are asked to decide whether to fund expansion of Parks & Recreation  and Storm Water projects by increasing the sales tax by one-half cent.  Revenue from the extra half cent can only be used for parks, recreation and storm water projects.   Additional park facilities would allow the City to expand its recreational programs to serve a broader  range of interests and age groups.  The specifics of any Parks & Rec expansion will be based on input from the citizens over the next several months.  We will be inviting everyone to tell us what kinds of programs and facilities you want.  We would then design the park facilities, within our budget, to deliver those programs desired by the public.

If approved by the voters, the sales tax rate in Dardenne Prairie would still be the lowest of all the surrounding cities.  Shoppers who spend $100 would pay an extra 50 cents in sales tax.  The sales taxes would be paid by residents and non-residents of the City.

ANNUAL BUDGET:

The Board of Aldermen are preparing the City’s budget for 2018.  We are currently looking at a substantial amount of street repair work and some new sidewalks.  At the next meeting on November 15 we hope to have a complete budget which we will then post on the City’s website for public review and comment.  A final vote on the 2018 budget is scheduled for December 6.
