This is a special report to remind voters that April 4, 2017 is Election Day for local governments, including Dardenne Prairie, and various school boards serving our community. Dardenne Prairie voters will notice that we are invited to vote Yes or No on whether to annex five parcels of unincorporated St. Charles County into the city limits of Dardenne Prairie. The Board of Aldermen unanimously approved those ballot propositions. I urge everyone to VOTE YES for Each of the Five Parcels.
Three parcels, amounting to less than one acre each are located on Technology Dr. just east of the Phillips 66 Station and south of Town Square. Two parcels (Gilmer Property) are located north and south of the Rte. 364, just west of Bryan Road. The Gilmer parcels are about 17 and 15 acres, respectively. These parcels are adjacent to areas of Dardenne Prairie that are forecasted for future development according to the City’s Comprehensive Plan. The 3 parcels on Technology Dr. are adjacent to undeveloped ground, south of Town Square that is now zoned C-3, Retail Commercial. The City’s intention is to encourage development of retail stores that will complement the existing shopping at Town Square. The presence of 3 unincorporated parcels may be seen as a detriment to retail development on adjacent land. The incorporation of the parcels will, I believe, add to their market value and will not pose a financial burden on the City.
The two Gilmer parcels are already for sale and being shopped to developers: commercial uses for the parcel south of 364 (across from Walgreens) and residential uses for the parcel north of 364 next to Pinnacle Point and Dardenne Meadows subdivisions. We do not want the development of those two large parcels to be controlled by St. Charles County Government whose building codes and permitting processes do not align with ours.
Please go to the Polls on April 4 and vote YES for the annexation of each of the five parcels.
The next meeting of the Board of Aldermen is Wednesday starting at 5:30 for the workshop. At 7:00 PM we will hold a public hearing regarding the application of Walmart for the construction and operation of a Neighborhood Market and gas station at the NW corner of Bryan and Feise Roads. I know there are mixed feelings in the neighborhood about this proposed development. Wednesday is your opportunity to be heard and to learn more about the proposal. This matter was heard multiple time in 2016 by the BOA and Planning & Zoning. Walmart pulled out at the last minute, in July. They returned in January with a revised plan—a slightly smaller store, but the same enhanced architectural features and landscaping that the City insisted on last year. The plans have been reviewed and favorably reported by Planning & Zoning. Barring an unforeseen development we anticipate a final, up or down by the BOA on Wednesday, March 15.
